Design management for the public sector


The European House of Design Management (EHDM) aims to transfer knowledge, experience and methodologies for design management from the private sector to the public sector across Europe, by developing a design management (DM) Toolkit accompanied by a set of training modules.
 
EHDM aims to achieve these objectives through a design methodology comprising of the following stages:
1.     Research.
2.     Development.
3.     Testing.
4.     Implementation.


Research

The recently completed research stage involved a range of international workshops with public sector representatives to gain knowledge on how the public sector manage projects, the public sector view of design management and barriers to its implementation. Additionally, experts on design management gave a series of presentations on the use of design in private organisations, to raise awareness of its successful application among the public sector audience.
 
The workshops have identified the following key findings, which will be used to develop both the DM Toolkit and training modules:
  • More than 40% of participants had not previously heard of design management.
  • Almost half of participants had never worked with designers before.
  • The terminology used by the design profession needs to be adapted to the public sector. 
  • The three greatest challenges organisations face when introducing new services are:
              1.     Making the case for adoption of new methods to management/politicians.
              2.    Integrating the process into existing strategies and structures.
              3.    Measuring the effects (return on investment).

Development
The workshop findings, in addition to input from expert interviews and working groups, are guiding the project through its development stage. On the 15th of May the first version of the DM Toolkit will be presented at the EHDM conference in Copenhagen, to a mixed audience of public sector representatives and design and design management experts.
 
Testing & implementation
From June 2014 onwards the Toolkit will be tested on live projects in the public sector across Europe whilst simultaneously testing the training modules with selected candidates. After the testing stage there will be a final set of iterations to both deliverables before launching the project outputs in May 2015.
